California Janitors Owed Over $438,000 After Wage Theft Investigation

On November 24, 2025, the California Labor Commissioner’s Office (LCO) announced that it ordered several janitorial companies, their owners, and an employee placement labor contractor to pay more than $438,000 to over 90 janitors in Los Angeles and Orange counties for unpaid minimum wages, overtime wages, split shift wages, missed meal period wages, missed rest period wages, and penalties.

The case started in 2019 after Maintenance Cooperation Trust Fund (MCTF), a janitor watchdog group, raised concerns and referred the matter to the LCO. The LCO later found that janitors were working long hours without overtime pay and working both day and night split shifts in the same work day. The workers also weren’t paid for travel between job sites, and were missed meal and rest breaks.

Investigators found that Winsor Maintenance Inc., Winsor Services, Inc., Main Source Group, Inc., Main Source Global, Inc., Main Source World, Inc., and Top Building Material & Supply, Inc. were all operating as one single business enterprise controlled by Sunkee “Charles” Hong and his family. The janitors reported to the same supervisors with the same uniform labels, “Main Source,” but their pay stubs used different names as the employer to hide who was responsible for paying the employees. Additionally, the LCO found that OptumCare Management LLC was jointly liable as a labor contractor who hired these janitors for the other companies under Labor Code 2810.3.
