Is it illegal to Withhold Wages Agreed to in Collective Bargaining?

It’s illegal to withhold any part of the wages agreed upon in a collective bargaining agreement. This applies if the withholding is intentional, unlawful, or meant to deceive the employee or others.

It is also illegal for an employer to pay wages lower than what is required by law or contract. Even if the employer claims to pay the correct wage, it's against the law to secretly pay less than what's specified in the statute or contract.
